Sets (or, given an empty value, removes) a query param on the current URL
without a page reload, via history.pushState.
Unifies dspace-relaunch's updateUrlParam and luv-autoq-frontend's
UrlQueryHelper.handleUrlQuery (a class wrapping the same
set-or-delete-then-pushState logic around a single property name).
Behavior note: "empty" here means undefined/null/""/an empty array -
luv-autoq-frontend's version used a bare !value check, which would
also have deleted a legitimate 0 (e.g. a page-number filter reset to the
first page). This version only deletes on the cases above.
