Batches ids enqueued within a debounce window into a single call, so e.g.
several rapid "mark as read" clicks become one API call instead of one per
click. Every id enqueued before the window closes shares one flush and
therefore one outcome - a caller awaits the batch it was part of, not an
individual call.
Ported unchanged from luv-autoq-frontend - already framework-agnostic and
has no app coupling.
